Travelers worldwide have been restricted to carrying containers of liquids, gels, or aerosols less than 100 ml (3.4 ounces) ever since terrorists in the UK tried to smuggle liquid explosives onto aircraft through security in 2006. The attempt failed, but it was enough to impose these restrictions worldwide. The 3-1-1 rule was initially intended to be temporary but has persisted for nearly two decades.
