Clearly people in Frankston can’t walk or catch a bus to the railway station? Or is it something more?
is it people have been waiting for a regular metro service for years connecting to Stony Point and Mornington so they do not need to drive and the service is 15-20 frequency.
What is wrong with Victoria?
That is not getting people out of their cars.

In 2020, I attended Chisholm TAFE, which takes up the right half of this photo. Mostly it was zoom, but when I could go, I usually caught a bus from Mornington direction. Reasonably slow, and irregular. Sometimes I drove, but even with a parking permit, I usually parked 1km away.
